Cheryl Morris is a nationally respected corrections expert, strategic leader, and advocate for system-wide reform. With over 30 years of experience spanning frontline operations to executive leadership within the New York State Department of Corrections and Community Supervision (DOCCS), Cheryl has built a legacy of transforming policies, strengthening compliance, and promoting rehabilitative and ethical practices across the justice system.
As the Founder and CEO of CVM-Enterprises, LLC, Cheryl partners with justice agencies, community organizations, and policymakers to develop effective, equitable, and human-centered solutions. Her work focuses on improving staff wellness, designing holistic reentry and rehabilitation programs, and cultivating workplace cultures rooted in accountability, ethical governance, and leadership integrity.
During her tenure as Director of Ministerial, Family, and Volunteer Services at DOCCS, Cheryl led system-wide reforms that enhanced the quality of life and rehabilitation outcomes for incarcerated individuals. She developed and implemented policies that ensured equitable access to religious, volunteer, and family support services—programs that strengthened community ties and fostered healing. Cheryl also collaborated with the Attorney General’s Office on high-impact litigation, balancing legal compliance with the humane treatment of justice-impacted individuals. Cheryl has overseen large-scale programs, managed multimillion-dollar budgets, and trained staff and volunteers across the state, demonstrating her strength in strategic planning and operational leadership.
